We’re excited to share our latest study, now available on SSRN: “The Twin Transition Puzzle: Can City Governments Align Digital and Sustainability Regimes?” 🔗 Read the paper Drawing on 82 interviews across 10 European cities, this paper investigates how local governments are navigating the complex challenge of aligning digital and green transitions—what is tubed as the twin transition (TT). 🔍 Key findings:
- Twin transition can be understood as coupling of digitalization and sustainability meta-regimes
- Sustainable and digital transitions are weakly integrated by city governments
- The majority of city-led innovations fail to catalyse new systemic interconnections
- Twin transition in cities requires not just horizontal and vertical, but also internal coordination
- Fit-for-purpose organizational capabilities are key building blocks for the twin meta-regime coordination
